英财相 退欧不会妨碍高技能移民自由流动

The British government will allow high-skilled migrants, including those who work in financial services, to move freely into the UK economy following its decision to leave the EU, the chancellor has said.

英国财政大臣菲利普.哈蒙德(Philip Hammond)称，英国政府将允许包括从事金融服务的人士在内的高技能移民，在英国决定退出欧盟之后自由进入英国经济。

Repeating his reassurances about protecting bankers and City workers ability to work in the UK after the referendum, Philip Hammond said restricting high-skilled migration was “not where the problem lies”.

在重申退欧公投后对于保护银行业者和金融城工作人员能够继续留英工作的保证时，哈蒙德称，限制高技能移民“并非问题所在”。

“When the public says they have problem with migration, they are not talking about computer professors, brain surgeons, or senior managers”, Mr Hammond told MPs at the Treasury Select Committee on Wednesday.

哈蒙德周三在英国议会财政部特别委员会(Treasury Select Committee)对议员表示：“当公众说他们对移民有意见时，他们指的并非计算机教授、脑外科医生或者高级经理人。”

He said he “cannot conceive” of any new migration controls that would prevent large banks from moving workers around difference parts of their business as this was “essential for the smooth operating of the [UK] economy”.

他表示，“无法设想”阻止大型银行在不同业务地区间调动员工的任何新移民管控措施，因为这“对（英国）经济平稳运行至关重要”。

When quizzed about the farming sector, which uses high levels of unskilled labour from the EU, Mr Hammond said the government would examine an “appropriate way of looking at the needs of the agricultural sector in a migration control regime between the UK and the EU”.

当被问及大量使用来自欧盟的低技能劳动力的农业部门时，哈蒙德表示，政府将“在英国与欧盟间的移民管控机制中探求考虑农业部门需要的适当方式”。

Mr Hammond added the government had a “duty” to the significant number of existing EU nationals resident in the UK and would seek a “fair arrangement” to protect their rights after Britain’s exit.

哈蒙德还表示，英国政府对现居于英国的大量欧盟公民存在“义务”，并将探索一项“合理安排”来保护他们在英国退欧后的权利。
