美国发飙 扩大对俄罗斯制裁

President Barack Obama retaliated against Russia’s annexation of Crimea by slapping sanctions on some of President Vladimir Putin’s closest associates and a Russian bank linked to the blacklisted individuals.

美国总统巴拉克•奥巴马(Barack Obama)周四又对俄罗斯总统弗拉基米尔•普京(Vladimir Putin)的一些亲信和一家与列入黑名单者有关的俄罗斯银行实施了制裁,以报复俄罗斯吞并克里米亚的行动。

As EU leaders met in Brussels to consider their own expanded list of visa bans and asset freezes, Mr Obama said the US was moving to “impose additional costs on Moscow” for its actions in Ukraine, sanctioning more senior officials and “other individuals with substantial resources and influence who provide material support to the Russian leadership”.

随着欧盟领导人在布鲁塞尔会面,商讨扩大欧洲自己的财产冻结和签证禁令名单,奥巴马表示美国要让莫斯科为自己在乌克兰的行动“付出更多代价”,将制裁更多高官和“有可观资源和影响力、向俄罗斯领导层提供物质支持的其他个人”。

He added that he was using his executive powers to draw up more sweeping economic sanctions to counter “dangerous risks of escalation”.

奥巴马补充称,他是在运用自己的行政权力,通过制定更全面的经济制裁方案,来遏制“事态升级的危险”。

“This is not our preferred outcome,” he said. “These sanctions will not only have a significant impact on the Russian economy, but could be disruptive to the global economy.”

奥巴马表示:“这不是我们希望看到的结果,这些制裁措施不仅将对俄罗斯经济构成沉重打击,还可能干扰全球经济运行。”

Moscow responded by barring nine US officials from entering Russia, including senators and administration officials.

莫斯科方面对此的回应是,禁止九名美国官员入境俄罗斯,其中包括美国国会参议员以及政府官员。

The sanctions prompted Standard & Poor’s, the rating agency, to revise its outlook for Russian debt down to negative from stable, citing “rising geopolitical and economic risks”.

受以上制裁措施影响,评级机构标准普尔(Standard & Poor's)将对俄罗斯主权信用的展望评级由之前的“稳定”调降至“负面”,称主要原因在于“地缘政治和经济风险上升”。
