Workers who lose their jobs because of Beijing’s efforts to relocate noncapital functions to neighboring regions will receive compensation to soften the blow, a senior official said on Wednesday.

一名高级别官员周三表示，因北京向周边地区疏散非首都功能而失业的工人将获得补偿，以减少打击。

relocate noncapital functions是疏散非首都功能。
北京市政府正在向周边地区疏解制造商（manufacturer）、批发市场（wholesale markets）和其他产业，以缓解资源压力（ease pressure on resources）、减少拥堵（reduce congestion）。专家称这一过程不可避免地会造成工人失业（layoff）。
北京市人社局就业促进处（employment promotion for the Beijing Human Resources and Social Security Bureau）处长刘小军表示，北京市针对企业疏解走的外来务工人员，发放一次性生活补贴（subsidy），为他们提供就业缓冲期。
疏解企业的外来务工人员可以领取一次生活补贴，但有个两个前置条件（condition），一是企业合法缴纳社保（social security insurance），二是企业原因造成的离职，而不是主动离职（resign）。
至于能领取多少补贴，与每个人缴纳社保的基数和时间相关（depend on their social security insurance contributions），同时外来务工人员（migrant workers）要出示企业提供的证明（proof）。
刘小军表示，北京春节前（in the run-up to Spring Festival）会举行系列招聘活动（job fairs）。
